Perhaps surprisingly, I think that the key to answering this and a host of other questions in metaphysics can be found in a distinction from linguistics, the distinction between "stative" and "non-stative" verbs. Other question that this distinction is relevant to include: under what conditions does an event occur? What is the difference between a cause and a background condition? Must a disposition be a disposition to act? What is it to manifest a disposition? What is the most basic kind of causation?
